The problem is that the Section is 2D therefore Z height = Y.
The order options available to this tool do not include Y only so the result is not what you need. Please see Setting Up in the Real World - Labelling Spot Heights for suggested solutions…
Why Label coordinate from BD Annotation Tool box doesn't work inside sheet models?

I use a lot of time the tool Label coordinate from BD Annotation Tool box to quickly obtain Z levels from my sections.
It doesn't seem to work inside sheet model just inside drawing models. Is this how it supposed to be?
