This cannot be done directly within InRoads. However, it can be done through a tool that is delivered with the InRoads installation and then converted to an InRoads DTM file.
From the MicroStation menu, select Tools> Data Acquisition…

Are you after a rendered view or wireframe? If you just want to capture what you have on the screen, wireframe, you can use some of the image plot files.
