A lot of what I see CAD/BIM managers doing is setting up shortcuts for each specific workspace, each shortcut points to a specfic configuration…

Setting up MicroStation and the BIM applications to run on a network is done via configuration files. And the whole thing is referred to as "a workspace" or "the workspace".
So an office workspace configuration is what you are after…
