You're attempting to use the 32-bit MODZ provided for MicroStation V8. MicroStation CONNECT is 64-bit and requires 64-bit apps.

We will look into the positioning issue. In the mean time you can use the Transform tools in Pointools to relocate the OBJ (text) in relation to the point cloud.

I have definitely tested this and it works. I'm not sure why it would fail for you. Have you tried it on a different workstation?
