RE: How a 3d parametric cell (traffic signage/ road furniture) should be configurated to have a 2d symbology representation? (ArcGIS, Naviswork, IFC missing items)

Plan annotation group and feature definition are for the 2D view.
You will need to add a z value to the point for it to create the 3d representation.
