InRoads does not have the functionality to merge SDBs. SDBs are in MS Access 95 format, so any edits to the SDB are best done in that version of Access.

Looks like any version of Access up until the 2013 version could edit the older database format. Here is another thread where we discussed it also: communities.bentley.com/.../334003

Check your style lock. My bet is it is toggled on. Tools>Locks>Style.
