They are saved in the FormatOptions.xml in the Civil subfolder. The only way we have been able to distribute this to users is via an Autorun macro unfortunately.
Maybe this variable may help? I havent tested it, but would be awesome…

Yes we have that setup in the Company folder in the ANZ dataset with:
CIVIL_PREFS_CIVIL = $(CIVIL_LAYERED_STANDARDS)Prefs/civil/
and the file located here:
MyCompany Design\Prefs\civil\FormatOptions.xml
Select the terrain, and from the popup toolbar, select the unlock icon (on the right hand side) - there is also an option to remove the rules. There is a v8i note on this here, but it still applies.

Multiple DGNs is the recomennded way to work, and it's my preference.
I keeps the file from getting too large - by the time you have all of your design and your corridors and your terrains and everything else, I think that would make the file slower…
