While design beam RCDC provide min 3 no of bars in the moment area how to bypass this check .There should be option in the RCDC to consider or not to consider this clause ?

Should we give Ely and Elz parameter 1.2 for all column as per IS 456 ? And if that to be given in Ulz and Uly how to give and how it is different from Ely and Elz ?
Ely and Elz need to be found as per tie member in each direction but is it necessary to give member length factor 1.2 for all columns as per IS456 ?
In any case if am giving it as Ulx and Uly paramter what factor should that be given ?
I observed few issues in RC Designer while design the beams & Columns as per IS 456 and IS13920.
