However, I find the telco cable leadered annotation method (and others) result in unusable results.

We are planning to release Bentley Map V8 i SU1 (SELECT Update 1) at the end of Q2 this summer which is scheduled to include:
Labeling and Annotation Support
Join Support (e.g. XFM > XFM, XFM > RDBMS, XFM > Oracle Spatial etc…
...to confirm, new "Labeling" and "Annotation" functionalities will be included in the Bentley Map V8 i (SELECTseries 1) release planned for Q3 2009 release.
