How to prevent users from reproject to/from a coordinate system when outside Min and Max Lat/Log

I have set up a user defined coordinate system that is only valid for a smalle area ( the Island of Fehmarn in Germany). In this I have set up min and max values of longitude and latitudes.
Are there any way I can set up Bentley Map and Microstation…
