It sounds as though the file that you are trying to import is not in the correct format. For instance, here are the first few lines of my *.gis file.

File compatibility between V8i and XM
I am working on an infrastructure project with a team of several different consulting firms, some of whom are using InRoads v8 XM and others (myself included) are using V8i. We are sharing a master alg file, but it only saves down to a V8.9 compatibility…
IR-Can't open alg file
IR XM 03.06
Is there a way to tell what version alg file this is, or if it's corrupt? I don't think it's v8i. I think it's a few years old and can't seem to open it.
