I also get the same issue when trying to create a new dataset from a Trimble DC file in a completely different directory on a different drive in a new DGN file and a new project.

The issue was caused by having empty fields in the Linking Codes, they need to be populated even if the codes are not been utilised. See the attached screen shot.

Control Editor issues
There is a few issues with the Control Editor, the first being that the back sight (back bearing / azimuth) information does not come through (when reducing a Trimble DC file). I can only assume that this is also related to the instrument height issue…
