    I also get the same issue when trying to create a new dataset from a Trimble DC file in a completely different directory on a different drive in a new DGN file and a new project.

    For any following this post; The issue was caused by having empty fields in the Linking Codes, they need to be populated even if the codes are not been utilised. See the attached screen shot.
