The order in which you install the programs determines whether this will work correctly or not. MicroStation needs to already be installed when InRoads is installed so that it can place the InRoadsAT.cfg in the appropriate MicroStation folder…

If you installed MicroStation to the default location, go to: C:\Program Files\Bentley\MicroStation V8i (SELECTseries 1)\MicroStation\config\appl. Otherwise, go to the equivalent installation path. Do you see an InRoadsAT.cfg?
