This cannot be done directly within InRoads. However, it can be done through a tool that is delivered with the InRoads installation and then converted to an InRoads DTM file.
From the MicroStation menu, select Tools> Data Acquisition…

Hi Chuck,
The clipping option requires that the User has already selected a clipping shape. The message is telling you that it cannot find the selected shape.
Given the info above, the process would be:
1) Create surface 1 from DEM…
