I can't open OpenRoads Templates Library (.itl files)

I can't open my OpenRoads Templates Library. Error appears that says "Error writing to file C:\ProgramData\Bemtley.....". What's interesting is that OpenRails Templates Library opens without any issues...

Is there an abbreviation list for template point names? I have a preset list of point names, for example CL is Centerline, however there are a lot of them that I don't know what they mean. Thanks in advance...
